An increasing number of governments and intergovernmental organizations produce Financial Statements with the basis of accrual accounting in accordance with IPSAS or standards similar to IPSAS. The information contained in the IPSAS Financial Statements of the accrual accounting are considered useful, both for accountability purposes and for decision-making purposes.
Financial reports prepared in accordance with IPSAS allow users to assess the accountability for all resources that the entity controls and the deployment of those resources, assess the entity's financial position, financial performance, and cash flows and make decisions about providing resources to, or doing business with, the entity.
